Currently, Julie is leading the effort to develop, implement and financially sustain the NexusPark Teaching Kitchen, a partnership of CRH, the city of Columbus Parks Department, Purdue University Extension Service and Cummins Inc. She also is leading the integration of Food is Medicine resources with CRH clinical practices, piloting programs focused on medically underserved people experiencing health disparities.

Margaret Apura

Margaret has over 20 years of experience as a registered dietitian in the outpatient setting with a focus on weight and chronic disease management. She graduated from the University of Rhode with a B.S. in Nutrition and Dietetics and completed her dietetic internship at Brigham and Women’s Hospital in Boston. She received her MPH degree from Boston University. She started her career as a research dietitian at Boston Children’s hospital. During her time there, she co-designed innovative NIH-funded clinical nutrition trials for children and young adults and published several articles in peer-reviewed nutrition and medical journals. In 2011, Margaret joined UMass Medical Center to develop programs aimed at enhancing wellness and preventive health in the community. As Director of Nutrition Services for Amwell Medical Group (AMG), she is passionate about delivering a high-quality virtual care nutrition program that provides convenient access to registered dietitians across the country. Margaret believes in the power of personalized nutrition as a key factor in improving overall health and well-being.

Brad J. Barron

Brad Barron, Director, Managed Care Plan Division, Michigan Department of Health and Human Services

Brad Barron is the director of the Managed Care Plan Division within the Michigan Department of Health and Human Services (MDHHS) Medicaid agency. In this role, he oversees the activities of a division responsible for plan management, quality improvement, and program development for the statewide Comprehensive Health Care Program for Medicaid, CHIP (MI Child), and Healthy Kids Dental. During his tenure he has overseen the successful implementation of adult dental benefits for managed care enrollees, Public Health Emergency unwinding activities, and the recent completion of the Department's rebid for its Medicaid health plan contracts. Prior to this, Brad served in the Department's Policy, Planning, and Operational Support Administration where he provided oversight of policy development and strategy support for the full spectrum of issues and topics relevant to MDHHS programs and services. This included the operational oversight of the state's $70 million State Innovation Model project, co-leading the MI Kids Now Workforce Development team which created a new student loan repayment program to offer medical education debt relief to behavioral health care services providers in Michigan, and remotely leading a portion of the Department's COVID-19 Public Response Team along with the coordination and shipping logistic efforts to send millions of face masks to MDHHS county offices, Community Action Agencies, Area Agencies on Aging, Local Health Departments, Intermediate School Districts, and Federally Qualified Health Centers during the pandemic. He received his Bachelor of Arts degree from Michigan State University and a Master of Public Administration degree from Western Michigan University.

Stephanie Buckler

Stephanie Buckler, Deputy Director of Social Services Integration, Massachusetts Executive Office of Health and Human Services

Stephanie Buckler is the Deputy Director of the Social Services Integration Team at MassHealth, the Massachusetts Medicaid Program. Stephanie has been with MassHealth for 9 years and was instrumental in creating and implementing the Flexible Services Program (FSP), a program that provided tenancy support services and goods and nutrition support services and goods to certain eligible MassHealth members. The program tested whether, in a Medicaid construct, providing such support can improve health outcomes and reduce Total Cost of Care. Despite launching at the onset of the COVID-19 pandemic, FSP served approximately 30,000 unique members. Today, Stephanie is leading the endeavor to test the program as a covered service for the MassHealth Accountable Care population. Prior to joining MassHealth, Stephanie worked at Health Care without Harm and Practice GreenHealth to engage hospitals in environmental sustainability. She spent several years at the Massachusetts Health and Hospital Association where she focused on behavioral health and ED boarding. Stephanie is licensed to practice law in New York and Massachusetts receiving her law degree from Suffolk University Law School and her undergraduate degree from Brandeis University. Stephanie is a mother of two children, Lee (12) and Devorah (9). She is an active member of her community leading her daughter’s Girl Scout Troop and her son’s basketball team. She is an avid marathon runner and recently served as a guide to an individual who is Visually Impaired at the New York City Marathon.

Dr. David Dungan MD FACP FAAP CCMS, board-certified in internal medicine, pediatrics, and culinary medicine, serves as founder and chair of Duly Culinary Medicine. He also currently serves as Vice Chair for the Advisory Board of the American College of Culinary Medicine and recently completed 12 years of service on the Clinical Board of Duly Health and Care, the largest independent multispecialty physician group in the United States. Dr. Dungan is an experienced internist and pediatrician who specializes in high quality personalized healthcare for all ages. For the past decade he has been passionate about food as medicine for his patients and advocates for both healthy food and food security to benefit the patients and communities that Duly Health and Care serves. Dr. Dungan was one of 110 founding physicians of DuPage Medical Group (now Duly Health and Care) in 1999; outside of his medical practice, he serves on the board of the DuPage Health Coalition representing Duly Health and Care and is the chair of the Clinical Practice Committee for the American College of Culinary Medicine. He is the former chair of the Quality Assurance and Utilization Management Committee of Duly Health and Care, and a former board chair for FORWARD (Finding Opportunities that Result in Wellness for All Residents of DuPage), a charitable organization which was dedicated to building community-based systems to counter the growing problem of chronic disease and health disparities. Dr. Dungan is a Fellow of the American Academy of Pediatrics and a Fellow of the American College of Physicians as well as a member of American College of Lifestyle Medicine. Before starting his current role in 2023, Fallon served as a program officer with the Office of Head Start. Earlier in his career, he worked on military suicide prevention policy and was a caseworker for individuals with serious and persistent mental illness. Fallon earned an MSSW from Columbia University in 2013, a PhD from the University of Illinois-Chicago in 2024, and has taught an MSW-level social policy course at Erikson Institute. Panagis Galiatsatos, Associate Professor, Medicine & Oncology, Johns Hopkins Medicine

Panagis Galiatsatos, MD, MHS is an Associate Professor at the Johns Hopkins School of Medicine and a physician in the Division of Pulmonary and Critical Care Medicine and the Sidney Kimmel Comprehensive Cancer Center. He is the co-director of Medicine for the Greater Good, an initiative aimed at teaching physicians the science of community engagement while training community health workers and lay health educators, both invested in social prescribing. Finally, he is part of the Community Outreach and Engagement team at the Sidney Kimmel Comprehensive Cancer Center. All such roles allow him to create sophisticated population health approaches through the training of community liaisons (such as community health workers) to deliver community health strategies that impact various health and disease issues. He is the co-author of the book series, “Building Health Communities through Medical-Religious Partnerships” and over 100 research articles on community engagement and its impact on health and health equity. He graduated from the University of Maryland School of Medicine, completed residency in internal medicine at the Johns Hopkins, and fellowship in pulmonary and critical care medicine at the Johns Hopkins and National Institutes of Health. He was born and raised in Baltimore to two immigrant parents from Greece.

Naima Gardner

Naima Gardner is the Director for the Division of Nutrition and Physical Activity at the Indiana Department of Health and has been in that role since September of 2024. Prior to that, she served as the SNAP-Ed and Nutrition Programs Director in the division since 2018. In her role, Naima oversees the statewide SNAP-Education program and works with community partners and stakeholders to improve nutrition environments in a variety of settings (schools, workplaces, communities, retail, etc.). Naima and her team root their nutrition work in a holistic, food systems approach wherein all sectors of the food system (from seed to fork and beyond) are considered and centered in efforts to improve community food security. Prior to her role at IDOH, Naima was the Campaign Coordinator for Healthy Food Financing for the American Heart Association, a position that allowed her to work in the policy realm to increase equitable access to healthy food throughout the state. Naima holds a Masters in Public Health from Indiana University as well as a Culinary Arts degree from Johnson and Wales University. She worked as a professional chef for several years. Naima is passionate about food and food systems, particularly the ways in which food systems impact public health and social justice. Naima was born and raised in Bloomington, IN (go Hoosiers!) and currently resides in Indianapolis with her family.

Katie Garfield is the Director of Whole Person Care at the Center for Health Law and Policy Innovation of Harvard Law School. In this role, Katie works to advance state and federal policies that better enable the U.S. health care system to identify and respond to social determinants of health. As part of this work, Katie leads the Center’s Food is Medicine initiative, in which she works with states, community-based organizations, health care providers, health plans, and coalitions across the nation to develop strategies to establish more widespread, equitable access to innovative services such as medically tailored meals, medically tailored groceries, and produce prescriptions. Stacy Hammer is Bdewakantunwan Dakota and comes from Cansayapi, otherwise known as the Lower Sioux Indian Community (LSIC). Stacy is serving as the National Nutrition Consultant in the Division of Diabetes Treatment and Prevention (DDTP) for the Indian Health Service (IHS). She serves as the principal nutrition consultant and expert for culturally sensitive leadership in organizing, developing, implementing, and evaluating the nutrition component of DDTP programs and initiatives at IHS. Stacy also serves as the IHS Program Official for the Produce Prescription Pilot Program. Prior experience includes working as the Registered Dietitian, and Director of Community Health for the LSIC, where she developed and implemented several new public health programs and initiatives. Dr. Nicole Harris-Hollingsworth, EdD, MCHES, is a senior health systems scientist and is the Senior Vice President, Social Determinants & Impact for Hackensack Meridian Health in New Jersey. Dr. Harris-Hollingsworth leads the development and implementation of network wide social determinants of health strategy, stakeholder engagement interventions, and the development of community accessible resources across the Hackensack Meridian Health network. Additionally, she has a faculty appointment at Teachers College, Columbia University Dr. Harris-Hollingsworth has specialized in the development of community health programs designed to create behavior change and increase knowledge in hard to reach populations including regional school-based programs, national reproductive health organizations and national child welfare organizations. Her interest areas include the development of effective regional collaborations to increase health equity and increasing the use of shared decision making practices between health care consumers and providers to facilitate community engaged research. She has authored and contributed to numerous articles and publications and is Associate Editor of the electronic Journal of Equity in Health and was an Associate Editor for the journal Progress in Community Health Partnerships. She is a frequent presenter at national and regional conferences for multiple organizations including the Society for Healthcare Strategy and Market Development, American Case Management Association, the American Public Health Association and the Society for Public Health Education. Dr. Nicole Harris-Hollingsworth has been recognized as a 2024 Becker’s Hospital Review Black Healthcare Leaders to Know and was the recipient of the 2023 Hackensack Meridian Health Dr. Martin Luther King Jr. Leadership Impact Award for Diversity, Equity and Inclusion. Cate has previously worked in nutrition policy and advocacy, provided clinical mental health services, and supported survivors of trauma. Elizabeth Hertel is the director of the Michigan Department of Health and Human Services. Previously, she was Senior Chief Deputy Director for Administration, where she oversaw External Relations and Communications, Financial Operations, Legislative Services, Legal Affairs, Policy & Planning, Strategic Integration, Organizational Services, Workforce Engagement and Community and Faith Engagement. Hertel joined the Michigan Department of Community Health (MDCH) in 2013 as the senior assistant for Policy and Planning, and in February 2014, was appointed director of Policy and Planning. Following the merger of the Departments of Community Health and Human Services into MDHHS in 2015, Hertel served as senior deputy director for Policy, Planning and Legislative Services. In October 2016, she left that position to serve as director of Michigan Advocacy for Trinity Health and returned to MDHHS as the Chief Deputy of Administration in February 2019. Prior to joining MDCH, Hertel worked as a senior advisor for Health Policy in the state House Republican Policy Office and as a legislative assistant to state Rep. Bruce Caswell. She began her tenure in the House in 2005. In 2010, she worked as a consultant with Public Sector Consultants and then as a policy analyst at Blue Cross Blue Shield. She returned to the House in 2011. She earned a bachelor’s degree at Grand Valley State University and an MBA at Michigan State University.

Emily has been a Registered Dietitian for 19 years. She graduated from Utah State University with a Bachelor of Science in Dietetics and a Master of Science in Human Nutrition from Washinton State University. For the past 12 years she has been employed with Intermountain Health. She currently works at Logan Regional Hospital as an Outpatient Dietitian. As an Outpatient Dietitian her focus areas include weight management, diabetes, food allergies, gastrointestinal disease, feeding clinic, newborn, infant and pediatric nutrition. She also has helped Intermountain Health provide community outreach programs in her local area, public relation activities and has worked on a team that started a Diabetes Prevention Program called Way to Wellness and is certified as a Lifestyle Coach through the National Diabetes Prevention Program. Emily is the Team Lead for the Nutrition Services Patient Education Committee that develops, reviews and updates all dietitian handouts for Intermountain Health. She has recently been helping develop a toolkit and education for all dietitians at Intermountain Health about the Social Determinants of Health. The goal is to create a clear cut process when a patient has nutrition insecurity as well as provide an extensive list of resources.

Michelle Jester is the Director of SDOH Strategy at Highmark Health, focusing on scale and sustainability. Previously, she worked at America’s Health Insurance Plans (AHIP) where she helped advance payer SDOH efforts through improved sociodemographic data, equitable collaborations with community partners, evidence-based benefit design, and proactive policy solutions. Prior to AHIP, she worked at the National Association of Community Health Centers where she helped develop the PRAPARE SDOH Tool and helped organizations build capacity to collect/use SDOH data to improve care, inform policy, and accelerate community change. She received her Masters from The Australian National University and her BA from Davidson College.

Thea Kachoris-Flores

Thea Kachoris-Flores is the Special Assistant for Health-Related Social Needs at the Illinois Department of Healthcare and Family Services (HFS), the IL Medicaid agency. In her role at HFS, Thea is responsible for the 1115 waiver implementation, including food and nutrition services. Prior to HFS, she worked at Access Community Health Network (ACCESS), a federally qualified health center network in the Chicago area, where she was their VP of Strategic Planning, Development and Integration. While at ACCESS, Thea helped build the infrastructure and programming for critical health care and support services and led key planning initiatives to serve more than 160,000 individuals in underserved communities. Before ACCESS, she worked at the Corporation for National and Community Service where she helped manage national service initiatives to promote and expand volunteerism and civic engagement. She received her Masters Degree in Social Service Administration from the Crown Family School of Social Work, Policy and Practice at the University of Chicago and her B.A. from Rice University.

She has worked in multiple states to create policies and launch programs related to healthy food retail, affordability, and marketing. Since 2016, she has co-led efforts to integrate Social Drivers of Health (SDOH) screening into Duke's EHR, evolving from initial ad hoc approaches to systematic implementation across more than 100 ambulatory clinics and now with all inpatient admissions. These initiatives have enabled the identification and documentation of patients’ Health-Related Social Needs (HRSNs), such as food insecurity, transportation barriers, and housing instability. In 2021, she supported the integration of NCCARE360 into Duke’s EHR, streamlining connections between patients and community resources to address unmet HRSNs. As part of her ongoing commitment to Food Is Medicine programs, she has completed research and supported HRSN data integration in the EHR to evaluate the impact of meal delivery initiatives, such as Meals on Wheels and other Eat Well nutrition interventions, on hospital readmissions and patient outcomes. Her expertise in EHR configuration and clinical workflows enables her to bridge technical and clinical domains, driving the success of projects that improve patient care, reduce disparities, and promote health equity.

She is a subject matter expert in food is medicine program management including securing grants, creating and executing project work plans, braiding and weaving diverse funding streams, and evaluation and quality improvement.
